Openapoc: Transferring Scientists / Engineers "loses" them from the Lab screens

When transferring scientists or engineers from one base to another and they are assigned to a lab (but not necessarily researching/building anything) they "disappear" when they arrive at their new base and cannot be assigned to the labs there. Instead they appear stuck (by number) in the old base, but their pictures have disappeared...

Check Base 3 for the missing scientists
Check Base 1 Labs to see they are still assigned to the labs there

Closing, issue #850 has a newer instance and this specific problem was handled by #861
