Is there a reason why this issue is still open despite PR #627 was merged?
PR #627 didn't implement potential energy, but just mentioned that this has to be done.
A first suggestion inspired by this source:

Is the reference to object correct, e.g. for a body of water in a storage lake? Or shoud it rather be a material entity? @sfluegel05
I am fine with your suggestion with using material entity.
I would also prefer material entity. We already have energy carriers like dammed water and pumped water, which are object aggregates (and with that not objects) and which are good candidates for carriers of potential energy.
