Numpyro: Tutorial on automatic reparameterize model

We already have the funnel example, but it might be better to turn it into a tutorial (probably with a different dataset - e.g. the well-known eight school).

@TuanNguyen27 We are going to incorporate a reparameterization handler #511 instead of the current automatic behavior. In addition, @neerajprad has added the eight school example, which showcases the automatic reparameterization, in README.md file. So I would like to close this issue, for now, to avoid misleading. Are you currently working on this? If so, feel free to make a PR; I will be very happy to review it.
