Notepads: [Bug] Window cannot be closed when minimised

Describe the bug
A notepads window cannot be closed when it's minimised. Instead of closing, it will do nothing. The window will close immediately when the window is restored.

To Reproduce

1. Open Notepads
2. Minimise the window
3. Close by
   a. right clicking on the taskbar, then select "Close Window"
   b. Hold Alt+TAB ↹, try to close Notepads
   c. Press Win ⊞+TAB ↹, try to close Notepads
4. The window has not, and will not close
5. Restore the window, it will immediately close now

Expected behavior
Since we did not enter anything, there should be no prompt like "_Do you want to close and lose unsaved changes?_" and the window should close immediately
