Notebook: Can't open Jupiter notebook workbook with terminal..

I can't open Jupiter notebook workbook using terminal...it says the [E 14:03:40.508 NotebookApp] Could not open static file '' ..
what to do.??

Please share a screenshot of your terminal, how you are trying to open a file? and what kind of file?
