Is someone working on this? Would really solve a lot of headaches with version control.
Because this will have impact across the entire project, I think the next step would be to turn it into a concrete proposal as a Jupyter Enhancement Proposal:

I wasn't involved in the technical discussion at that meeting, so I don't have a good sense of where it all stands. I know that @takluyver and @rgbkrk have though about it though. You could start with the markdown document listed at the top and begin to get it into the form of an enhancement proposal. How does that sound?
I started writing up some thoughts in cabinet, though I haven't touched it for some time due to other priorities. I see us making another format that's quite a bit different on disk, I'm not looking forward the ecosystem drift by doing that anytime soon though. Looking forward to hearing your proposal.
