Node: Nominating @boneskull as a Collaborator

@mhdawson and I traded text on nominating @boneskull and now I don't know what's mine and what's his, but that's not really important...

@boneskull has four commits in core and one or two of them are pretty significant involving a lot of back-and-forth over many months. They've also been active in user-feedback acting the the champion for the tooling user feedback sub-group as well as starting a team within the project focussed around tooling (nodejs/admin#220).
