There were some new issues recently in this archive repository despite the README.md. I am not sure where users come frome to it. May be we should add a .github/ISSUE_TEMPLATE.md to it with a redirection to the actual repository?

If it was possible without making old issues inaccessible, I would probably be okay with disabling issue creation completely (but as far as I know it is not).

No, please do not request link redirection. That is why we tried to name it as clearly as possible and we updated the readme.
Link redirection would break even more / make old issues / PRs / commits even harder to reference.
If anything, GitHub ought to allow a visible but locked issue tracker.
