What I did mean was that i10n is hard and frustrating, and something you forget the goal, which is basically accessibility.

I still think solving this is a bit of an unrealistic expectation. :) Nothing against @refack, but this is something that far too many people have struggled with for far too many software projects to be optimistic here.
I have an idea about how to overcome the issue with the ICU toolchain. I'm not sure if it will solve the entire build, but it's a one step.
