Node: build: can't build in a path that has a space in it

After trying to solve this in #11217 I gave up. It's deeper rooted and it's in the icu tooling, sorry @srl295.

since we can't add a /test/know_issues/ for this I'd rather keep this one open at least until it's mitigated significantly.
Arbitrary exit criteria - should work on:

  • [ ] macOS
  • [ ] Ubuntu
  • [ ] Windows

As a native Hebrew speaker (which is even RTL), I just wanna say internationalization is stupid! 😝~

@srl295 if you read the __old__ comment above. I meant no disrespect to you or the ICU project.
What I did mean was that i10n is hard and frustrating, and something you forget the goal, which is basically accessibility.

I still think solving this is a bit of an unrealistic expectation. :) Nothing against @refack, but this is something that far too many people have struggled with for far too many software projects to be optimistic here.

I have an idea about how to overcome the issue with the ICU toolchain. I'm not sure if it will solve the entire build, but it's a one step.
Even after that, since we can't add a /test/know_issues/ for that I'd rather keep this one open, until it's at least mitigated significantly, say works on macOS Ubuntu and Windows (adding that to the first comment)

@refack sure no problem. Anyway my frustration here is gyp.

This has been open for over a year without movement so I'm going to assume it's not happening.
