Node: meta: new github review comments and the github API

@nodejs/collaborators: all... just a heads up... for those of you who use tools like pr-metadata to grab the list of LGTM comments from a pull request, any LGTM that is included using the new GitHub Review mechanism will not be picked up. For now, it appears that those will need to be entered manually until the tools catchup and support the new feature.

This issue can be closed 24 hours after opening. Just wanted to get the word out.
