I tried again by upgrading the OS of my keyboard and mouse, and moving
12pixels to the left and pressing ctrl + e, actually starts the app.

How can i file this bug report and resolution steps?

You need to remove your operating system entirely first. Some users reported that wiping out the BIOS helped.
