Ngx-charts: Configurable position for Horizontal Bar Chart X-Axis
**I'm submitting a feature request
Current behavior
The x axis position currently seems to be fixed to the bottom of a horizontal bar chart
Expected behavior
It would be good to have the option to have the x axis ABOVE the graph
What is the motivation / use case for changing the behavior?
We have certain graphs by where it is requested to have the highest values on the graph as the top bars, it would be nice to have the x axis nearer these points i,.e at the top of the graph.

@marjan-georgiev My team would love this feature as well. Is there any active development by core maintainers for this type of enhancement or is the best way to get it is for someone in the OSS community to contribute? Great library by the way 馃敟.
If so mind pointing to where in the codebase to make changes.
