Multi-account-containers: Disable open all hidden tabs when open a new tab in same container

Since the upgrade to 4.0.1, from 3.1.0, it seems that when I open a new tab in a container that has a number of hidden tabs, all those tabs are also opened.
Would it be possible to get back the same functionality as in 3.1.0? I use that a lot in my way of working.

This is actually the intended behavior, since this issue #765 was closed in favor of this.

I have a feeling that there is a request for this, which it there is we can
dupe to it. If not we can make this a feature request to somehow let this
be the default.

@jonathanKingston We had an old issue for that (#290), but it was closed due to intended behavior back then.

I find this new behaviour particular annoying as https://github.com/mozilla/testpilot-containers/issues/348 is still open. I.e. all tabs are loaded and might hog down the whole browser.

I think we should fix #348 in Firefox either by new APIs or just through perf improvements. So I will leave this open for discussion if needed.

I agree it is a little odd as behaviour goes especially as Paul points out our testers thought it was a bug too however we also didn't want people to forget about tabs forever also. It was a decision our team made and I'm sure there was other rationale too. (I think if I remember correctly in a meeting discussing that it would be the first bug people would raise and we could address then too).
