Expected behavior

Video would restart

Put HOME seek 0 absolute-percent into your input.conf, this is what it's for.

shouldn't it be built-in? where do I put feature requests?

Doesn't look like an essential feature to me, so no.
Besides not every useful keybind needs to be added as a builtin.
