Not sure if I can speak for others, but I really enjoyed Monika's witch costume on Halloween. I haven't closed MAS since then for fear of of losing it!
Anyway, I think it'd be great if she could wear her costume again even though Halloween is finished, the same going for her other costume depending on what she wore for each respective player. As for making the other costume available, perhaps it could be a random greeting with similar chances to the hair-down greeting, or maybe lower? It could either be treated as a surprise that she wore for you (like when she lowers her hair,) or she just felt like cosplaying for the day, or some similar justification.
Again, Halloween was really enjoyable and I hope others agree with me that it was a fantastic event, and that it should be "immortalized" considering all the hard work that went into the costumes, instead of just leaving them in the mod's history.

Could this idea be implemented with a wardrobe feature? Plus that would give artists something to work on for fun instead of for specific reasons.

@Dregdael as Olliesama stated, someone was paid to create the Halloween costume, so I would assume that commissions are allowed in that regard. These commissions would probably undergo examination at least by the devs to see if they can be added to the project. But, this does not mean that all artists will demand payment for art, that is up to those individuals.
