Modsecurity: Implement support for "SecRuleUpdate" directives family in libModSecurity

The support for "SecRuleUpdateActionById", "SecRuleUpdateTargetById" , "SecRuleUpdateTargetByMsg" and "SecRuleUpdateTargetByTag" are not yet implemented.

SecRuleUpdateTargetByTag was implemented as part of the fix for: #1287
