Modernflyouts: Bug: Could not scrolling on a tablet device

Describe the bug:

control:ScrollingViewEx need to add PanningMode="Both" property

To Reproduce:

touch can't move the view (up and down)

I don't have a touch device currently.

So, I can't test it.
