The operating system version:
fedora 31 server
selinux is in permissive mode and firewalld is disabled
apparently cgroups mount are not seen, not sure whether it is related
kernel version 5.3.7-301.fc31.x86_64

Would probably be nice if we could detect this situation and offer a solution, similar to when using systemd instead of cgroupfs.

Try this:

mkdir /sys/fs/cgroup/systemd
mount -t cgroup -o none,name=systemd cgroup /sys/fs/cgroup/systemd
