I have try it with minkube delete && minikube start, but it also doesn't work.

the very same (minikube version: v0.22.3) in Ubuntu 16.04.3 with --vm-driver=none (docker 17.09.0-ce)

Also, I've tried to delete and then start without luck.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.

Rotten? LOL this has been going on for YEARS all the same codebase.......

Three YEARS later I can generate the exact same errors via the broken SSH calling code across all the drivers, docker-machine, etc. Heck, now in 2018 you still cannot simply run the very 1st step and set up a brand new virtualbox (the default) docker-machine without generating it:

Three years later and it happened again using minikube v1.12.0 on Fedora 31 wish kvm2 driver.
In my case I first deleted previous machines with:
minikube delete --all
and retry the same command in verbose mode:
minikube start --alsologtostderr
That reveals the failed attempt to connect to the VM:

I tried to run the ssh command from a different terminal, omitting the -o LogLevel=quiet mode to find more meaningful reason for the connection failure:

ssh -o ConnectionAttempts=3 -o ConnectTimeout=10 -o ControlMaster=no -o ControlPath=none -o PasswordAuthentication=no -o ServerAliveInterval=60 -o StrictHostKeyChecking=no -o UserKnownHostsFile=/dev/null [email protected] -o IdentitiesOnly=yes -i /home/masayag/.minikube/machines/minikube/id_rsa -p 22

In my case the output was:
kex_exchange_identification: Connection closed by remote host
Which is caused due to a port-forwarding running locally that prevented from getting to the minikube vm.
But the ssh failure could happen due to various reasons.
The purpose of this message is to provide a method to gain more information about the failure.

IMO, after the timeout happened, there could be another call without the -o LogLevel=quiet mode to assist in finding the cause of the failure which is more helpful then a silent failure.
