Mingw-packages: graphviz: fails to link at runtime, post_install errors (was: Package request: graphviz))

Would it be possible to package Graphviz for msys2 output targets? Its dot, twopi and neato commands are very common visualization tools in the POSIX world. Additionally, its website is currently saying that its own Windows builds are due to be discontinued:

Due to organizational changes, the Graphviz web site will see some modifications in the near future. In particular, it will probably no longer provide binary packages for Windows and Macs. The latter can be obtained via Macports or Home Brew. If someone wants to set up Appveyor for Windows, we would be grateful.

MyPaint's profiling code is just one example of many uses, although other examples are more likely to be server-side website things (just about every wiki has a module for it, for example).

There may be some issues getting it ported to msys2 see: http://www.graphviz.org/content/build-under-msys2.

I see that graphviz-2.38.0 is in git repository now, is it someone working on it!?

When i try to build him and after configuring with "dot -c" i got error
Warning: Could not load "G:msys64mingw32binlibgvplugin_devil-6.dll" - The specified procedure could not be found.
It seems to be a problem with mingw-w64-libmng, if i rebuild it with "configure && make" instead of "cmake" it works after rebuilding mingw-w64-ResIL (it needs patches to build with gcc-5) with that.

Is that acceptable or is there some reason why it must be built with cmake?
May additional library be added to msys2-mingw stack as libann, libgts and liblasi?
I am interested in last one as only that support utf-8 characters in ps/ps2 output.

@lazka Yep, that fixes it.

Everyone: libtool is a missing dependency right now. If you need graphviz right now, you can fix your installs by installing one of mingw-w64-x86_64-graphviz or mingw-w64-i686-graphviz first, and then (re)-running the graphviz install command.

Graphviz is now built for MSYS2 however, and the installation fallout from this issue is now being handled in #3415.
