Metatron-discovery: Add link to move Dashboard and Workbench in "Top User" Section

Move when clicking on Dashboard and Workbench in Top Users

  • Click on Dashboard Name / Workbench Name to open in new window (If you do not have permission, the Jump button will not be displayed.)
  • If there is no data usage, do not expose the area.

According to planning book, show jumping button if has permission.

If the user has permission, the "New window" icon will be exposed when the mouse over.
Is the "new window" icon exposed when the mouse over it? Or is the icon always visible?
