Metallb: Verbosity controls for MetalLB logs

MetalLB's logs right now are excellent for me, the developer, because they spew a _ton_ of information about what is going on. However, that's too much for some users, and they want less verbosity.

The log library we use has support for structured logging and filtering based on log level. We could use that.
