Mattermost-server: Always show plugins in system console LHS

As per discussion on https://mattermost.atlassian.net/browse/MM-24750, let's always show plugins in the LHS of the System Console, even if they don't have any "extra" configuration beyond the built-in enable boolean. This will be less surprising for plugins as such.
