Mattermost-server: No tooltip on the expand/close sidebar buttons in the RHS

Expected:

Expand/Collapse button tooltip: "Expand Sidebar" when the sidebar is collapsed or "Collapse Sidebar" if the sidebar is expanded at the time.
Close button tooltip: "Close"
