Mattermost-server: Make docker-compose services optional and configurable

Some services defined in docker-compose.yml are not required to setup/run the development environment. Ideally, we could disable them using some sort of configuration.

Examples:

  • elasticsearch - If not using Elasticsearch features
  • inbucket - If not using email features
  • openldap - If not using LDAP features
  • mysql/postgres - Enabling only the database type you are using
