Matrix-appservice-irc: Replies are really mangled over the bridge

I suspect we need to think of a smart way to handle this, because the large text pastebin-ifier grabs it and makes for a poor UX.

How FruitieX/TeleIRC does this:

The snippet size is configurable, by default 80, but I am using 46 which I reached with some logic, and users of my bot have been happy with it as it's not too long to make reading the reply difficult and it's not too short to make it difficult to understand what was the original message.

Originally sometimes IRC and Telegram users were discussing two different parts of history sometimes and misunderstanding each other and when FruitieX/TeleIRC introduced this behaviour, people needed some time to adjust, which I imagine to also apply to people seeing matrix-appservice-irc introducing this.

I read this again and I have to say that I prefer the TeleIRC way. What is the point of "in response to"? Why force hardcoded English there, what if I was in non-English speaking network where people didn't speak English?

https://github.com/matrix-org/matrix-appservice-irc/issues/636#issuecomment-410684369 is out of date, and we only ever went with <nick "source text">some reply text.

It's not the same as TeleIRC, but it's pretty close.
