Can one use \sout or something like that to strikeout the text/equations?

\sout
is a text-mode command which is why MathJax does not implement it -- MathJax focuses on math-mode macros.
However, the cancel package provides various macros for math mode which is why it's implemented in MathJax as the cancel extension -- see our docs at http://docs.mathjax.org/en/latest/tex.html#cancel

It seems there is no easy way to strikeout with horizontal line.
You can use the enclose
extension and do \enclose{horizontalstrike}{...}
to strike-through an expression with a horizontal line.
