Our one rule with the off modifier is that it always goes from top-left to bottom-right. With only 2 exceptions: earth-off and phone-off. Those use-cases are slashed in the opposite direction because the icon doesn't make sense to be switched. I'm afraid that the tag icon, in its current orientation, isn't recognizable with a slash in the standard position. So the other option is to have the icon itself reflected and maintain the slash direction. The problem with that is if the tag icon is being used as a toggle, then the base icon will change between the two.

I feel this is one good case for flipping the off modifier.
I believe switching the tag orientation for an off toggle would be pretty off putting, and support the change of orientation to match existing tags.
Though I do see how it could jive with the consistency of other off symbols when used side by side.
After some internal discussion, the slash is going to be reflected as opposed to the tag itself.
The tag-off-outline will be updated with the next major release to match the soon-to-be-updated tag-outline icons. See #4536 for reference.
