When we tackle this, we should keep in mind that some use cases are likely to want to combine date and time. We should consider providing a way to easily add a value to an existing Date object from a date picker.

The old 2014-2017 Material Design spec for time pickers can be found here:

The 2018+ Material Design spec does not yet have guidance on time pickers or date pickers.

Update 7/2020: The 2018+ Material Design spec now has a date pickers spec, but there is still no time picker spec.
