Mastodon: Notification flooding

If user A repeatedly faves and unfaves a post by user B, user B's notification feed will be flooded by notifications.

This happens on whatever version mastodon.social is currently running.

Updating this to add that the new web push notifications are affected by this bug.

We might be able to mediate the effect on push notifications by grouping them (see #4200).

Confirming this issue is still occurring in 1.5.0

The first 6 notifications come through individually with notification sounds in my test, then stack from 7 on and the sound stops.
