Presently users cannot send direct messages to admins when silenced, unless those admins follow them. This means a user has great difficulty becoming un-silenced if the reasons for the silence are no longer applicable. Unfortunately if mods started following all the users they silenced, that information could be harvested and used to cause a ruckus. It would be desirable to have DMs always received by mods/admins, even if the user in question is silenced globally (unless, of course, they're blocked at a user level)

If a user is harassing an admin then I'm finding it hard to imagine a scenario where they wouldn't end up suspended instead.
An account compromised by a hacker. On a small instance like mine i can easily track who is who. Silencing them prevents them from doing harm with the account until i can get it back to the original owner.
