Magento2: Web Setup Wizard not visible in backend magento 2.1.9

I have upgraded from magneto 2.1.6 to 2.1.9 but i cant see the option for magneto web setup wizard in magneto back end i have followed the ticket #7623 in that it says the issue resolved in magento2.1.9 and 2.2 but still in 2.1.9 i have the issue

We've created internal ticket(s) MAGETWO-83049 to track progress on the issue.

I have installed magento 2.2.0 and still having this problem

Any update over these issue? We can find report from 2.1.x to 2.2.2 and no definitive fix for a very important function like this.

We are not able to reach web setup wizard on a fresh clean install 2.2.2 (by composer).

We cant find web setup wizard link on system > tools menù adn we cant force to load pointing browser to /setup because we cant only see a message that say to find web setup wizard under the system tools menù.

I've uninstalled magento. Its not possible to have these kind of problem
from 2 major realease of the software.

The issue has been fixed in magento/magento2#20182 by @JeroenVanLeusden in 2.3-develop branch
