Macvim: Release 147 dmg downloaded from github does not run on 10.11 (El Capitan)

I get the following error when I try to run it:

You have OS X 10.11.6. The application requires OS X 10.13 or later.

Release notes for 147 say 10.8+ is supported.

interesting... yeah, I can see two MACOSX_DEPLOYMENT_TARGET=10.13 lines in the build log. It supposed to be 10.8.

I'm still on 10.11 on would like a compatible build.

Just had to rebuild a 10.12 Mac, and yes, I, too, would like my MacVIM back.

I suggest either correcting the build or correcting the description to reflect that it doesn't work < 10.13.
