Luma3ds: [Suggestion] Make exception handlers optional

It was possible to toggle exception handles on previous Luma versions, can this option return? The default 3DS exception message is easier and friendly to the average user, and sometimes it doesn't even require a reboot when something crashes, just press OK and be done with it.

No, not possible, it's used by GDB and can be used by homebrews.
