Lightning: Proper consensus forming process for choosing release names

Your release names are way too funny. You need to establish a proper committee to make up names so as to make them as boring as any other self-respecting project.
Or at least choose a theme like types of pasta or dog breeds.
Maybe mix both. chihuahua with meatballs.

FWIW, we generally ask the most significant contributor (who hasn't already) to name the new release. The previous namers also get CC'd for advice and assistance.

Wait, we aren't telling everybody about the secret ritual? You know, the one with the wizard robes, the throne of skulls, the chants and stuff? I had to dry-clean my robe twice after the 0.6 release...
