Ktlint: Push out new release?

It's blocking kotlin 1.1.20 update for us, which I see is already handled in trunk.

Kotlin 1.2.20 version is released today

Hi @plastiv. kotlin was upgraded to 1.2.0 in 0.13.0. Have you tried latest 0.14.0 release?
