Konga: Why is development mode the default for the docker image?

I don't really see the point of this, it's not like you're going to be changing web files when deploying a docker image. In my opinion production should be the default, particularly since development mode uses a ton more CPU and memory because of grunt, at least for the docker image.

Production will be the default env on the upcoming release.
