Kibana: Percentage display mode in bar chart broken for empty buckets

Server OS version: Ubuntu 16.04.2 LTS
Browser version: Google Chrome Version 58.0.3029.110 (64-bit)
Browser OS version: macOS 10.12.4
Original install method (e.g. download page, yum, from source, etc.): tarball

Description of the problem including expected versus actual behavior:

When switching from normal to percentage display mode in a bar chart, visualization will show bars without tooltips for empty buckets:

mode-percentage

By comparison, in the normal mode empty buckets have no bars, just as expected:

mode-normal
