Kibana: Switch manifest url for map service to new v2 endpoint
Kibana master currently points to the proxy-tiles.elastic.co endpoint for the manifest. This is a staging server and needs to be switched to the permanent URL.

@rasroh you can also add the following to the kibana.yml file to manually override it:
tilemap:
manifestServiceUrl: https://tiles.elastic.co/v2/manifest
as of writing, this isn't working yet.

The next step would be to test https://tiles-stage.elastic.co/v2/manifest, if possible. tiles.elastic.co hasn't been updated yet as it's a production service.

right now, tested with tiles-stage. and is working as expected.
@drewr the PR is up to switch to the production url on feature branches (#9985). We can merge this when tiles.elastic.co/v2 is good to go.

tiles.elastic.co is now hosting both v1 and v2! 馃殌 馃帀
