Offline install of x-pack doesn't work on Kibana.
Steps to reproduce:
D:\5.0.0\kibana>bin\kibana-plugin.bat install file:///D/5.0.0/kibana/x-pack-5.0.0.zip

Error: ENOTFOUND

file:/// path both relative and absolute. But in every case, the error shows https://artifacts.elastic.co/downloads/kibana-plugins/ and then my file:/// path appended to that.kibana-plugin.bat file, but I still tried in both a Windows cmd shell and a gitbash shell and couldn't get it to work.Fails the same on Ubuntu also;

oops, got it to work on Ubuntu (was missing a slash). I'll try more on Windows;

Interesting that in #7133 djschny says in 4.6.1 it took 3 slashes.
Here's 5.0 on Windows 10 working with 2 slashes;
D:\5.0.0\kibana>bin\kibana-plugin.bat install file://d:/5.0.0/kibana/x-pack-5.0.0.zip

I couldn't get this to work with two slashes or three.
My workaround was to install from the folder containing the x-pack zipfile, using "file:x-pack-5.0.0.zip" as the file location
