Karabiner-elements: Karabiner Elements not working with new install on OS X 10.13.6

Karabiner Elements 12.1.5 beta
MacOS High Sierra 10.13.6

I see the following error in my log:

I was able to fix this by going to System Preferences > Security & Privacy > Click "Allow" next to "Software from Fumihiko Takayama has been blocked"

@sliptype @madorb where do you see "Software from Fumihiko Takayama has been blocked"? Here's what the "Security & Privacy" panel looks like for me:

I have finished the above process. After that, that message is not displayed.
