Javascriptservices: Upgrade to VS 2017
We're going to be removing Korebuild support for project.json soon. This repo should upgrade soon or pin korebuild to a project.json compatible version.

We are upgrading all of our repos to build with VS 2017. Runtime packages may still work with project.json and vs 2015, but project.json is not something we will support in the long run.
