Ionic-cli: Cant upload my app to appstore. "Unable to lookup the settings for submission"

I just ran into this same issue. In my case it was because I hadn't created the app in iTunes Connect yet.

I have application created in iTunes Connect, and it have same bundle id. :(

My fault, I have recreated bundle ID in iTunesConnect, now it upload success. Many thanks to @excaliburHisSheath

I also encounter the issue. And my case is ,my another account include an app with the same bundle id, even the app is in deleted status. The apple error tip is really ambiguous.
