grpcio package is well known about causing incompatibility troubles 😆
Unsurprisingly, its latest stable version was also such. To avoid it, install grpcio's latest pre-release (_which solves that bug_) before installing instapy package.

pip install grpcio==1.26.0rc1 
pip install instapy -U

i was able to solve the problem by downloading python 3.7.0
