Currently, the CI is broken due to recent changes of tqdm v4.49.0 :
Idea is to fix tqdm's version to v4.48.0 for all CI here:

As we are still in September, PRs opened now won't count for Hactoberfest PRs. https://github.com/pytorch/ignite/issues/1257#issuecomment-688461008
But this counts a lot for the projects you are contributing !

@benji011 well, it is a HF issue. As organizers stated in their docs:
September is Preptember – a full month for maintainers to groom your repositories and for contributors to learn about making quality pull requests.
So, yes, it is OK to submit before October 1st to "learn about making quality pull requests".
