Icingaweb2: Rework the Tactical Overview to fit better with the design language

These badges would provide alt-text/hover with the explanation, right? I could imagine that handled needs that in the first place.

The second option feels more grouped, and you can see everything you need in one spot. Also, my eyes spot the big donut and then look at the bottom for details - I don't like the legend on the right side, like with graphs too.

I imagine they would work the same way as the badge groups in /icingaweb2/monitoring/list/hostgroups for example.

Then please badges with real links. The fact that they're underlined on hover but don't provide a correct contextual menu is irritating as hell. Especially with #3723.
