As per https://whatwg.org/working-mode#anchors could we please make https://html.spec.whatwg.org/#form-submission-2 a permanent anchor?
We need to refer to it from rfc7320bis in the IETF.

To be more precise: I think what should best happen is that a second new ID should added that takes readers to that same heading. The form-submission-2 ID is generated, and should continue to work (though, as with all number-postfixed generated IDs, if another reference to form submission is added to the spec source somewhere before that section, https://html.spec.whatwg.org/#form-submission-2 is no longer going to take users the heading/section it now does…).

OK, so we now have https://html.spec.whatwg.org/#form-submission as the better permanent anchor for this. https://html.spec.whatwg.org/#form-submission-2 still works, and if you'd like we can make both permanent anchors; let us know.
Let's consider this clause now in force for #form-submission:
After discussion concludes, such requested anchors get promoted to be permanent. This means that it becomes a matter of WHATWG Policy to never break them without the requestor's assent.
and we're happy to add #form-submission-2 as well if you'd like. I filed https://github.com/whatwg/wattsi/issues/128 to properly take care of
(This is enforced via technical means in the specification tooling.)
and would like to keep this issue open until that's done.
