seems like it's not a bug, just spread. use cl_lw.

I was able to trace it back to CS 1.4 but it was 1 inaccurate bullet. I believe it may be intentional as some sort of nerf like the GO's Negev nowadays..

cl_lw 1 or 0 does not fix it.
