Gutenberg: Table Block: Add background colors to individual cells, rows, or columns

Often, I'll want to add a background color to help distinguish a table header, or to highlight particular information, or offset a column from the rest of the table. Currently, adding a background color changes the entire table. I'd like to be able to add background colors to individual cells, rows, or columns.

This issue was discussed in today's Design meeting. Mark U's proposal for coloring the Header/Footer based on if the Header / Footer section is enabled is a good first solution.

The original request also requested the ability to color discreet columns / rows / cells. It was agreed this would be a valuable addition, but needs mockup proposals for implementation.

Maybe we can offer this option in the Color Settings for the Table block. And if the user toggles "on" the Footer section we can also show a Footer background color option too.
