Gutenberg: NUX Tips inconsistently use double quotation marks versus single quotation marks

Some of the NUX (New User Experience) tips inconsistently use double quotation marks, and others use single quotation marks.

Welcome to the wonderful world of blocks! Click the “+” (“Add block”) button to add a new block. There are blocks available for all kind of content: you can insert text, headings, images, lists, and lots more!

@ZebulanStanphill Would you be comfortable opening a PR for this? :)

@chrisvanpatten I think I could, since it is such a trivial change that I can probably do it right here on GitHub, but first I need to know if double or single quotation marks are preferred.

I'd love if these could be a little more visual to help ease users into the visual language as well.

@0aveRyan That might be more appropriate as a separate issue, but I think at this stage the tips are fairly locked down.

@ZebulanStanphill I'll add Needs Copy Review although my guess is that because the Gutenberg "base language" is US English, double quotes will be preferred.
